La Chine compense son déficit de production agricole en important massivement des produits agricoles et agroalimentaires. En 2022, la Chine avait importé pour 236 milliards de dollars de produits agricoles, dont 15,4% étaient en provenance des États-Unis.

Exclusif : L’USDA à la tête d’une importante délégation agricole à la sixième Exposition intitulée China International Import Expo – Chine Importation Internationale Exposition (CIIE), signe d’une coopération croissante entre la Chine et les États-Unis. Ce sera la première fois que USDA, agence fédérale américaine participera à la CIIE. La CIIE est une méga-exposition commerciale organisée par la Chine pour stimuler les importations.

La sixième CIIE devrait avoir lieu du 5 au 10 novembre 2023 et se tiendra au National Exhibition and Convention Center (Shanghai) – Centre National des Expositions et des Congrès (Shanghai), lieu principal de la sixième China International Import Expo (CIIE), à Shanghai. Les exposants seront 394 000 visiteurs professionnels se sont inscrits pour y assister, revenant ainsi aux niveaux d’avant la pandémie, selon les organisateurs. Les cinq foires agricoles organisées précédemment par la CIIE avaient enregistré la signature des accords commerciaux totalisant 350 milliards de dollars. Un tel montant ne pouvait être ignoré par l’USDA.

Selon le USA Poultry & Egg Export Council (USAPEEC), le service agricole étranger de l’USDA et l’AmCham Shanghai ont invité les coopératives agricoles américains à exposer à la Sixième CIIE 2023 dans le pavillon américain, promouvant ainsi l’image du secteur avicole américain et l’image de marque de l’USAPEEC.

L’USDA dirigera une délégation composée de 15 entreprises agricoles américaines et de représentants de deux États américains [Idaho et Georgie], a déclaré lundi Tara Qu, représentante en chef de l’Idaho en Chine, au Global Times. L’Idaho, possède de riches ressources agricoles, est l’un des deux États présents à l’exposition. L’autre État est la Géorgie. Tara Qu a déclaré que l’Idaho a toujours apprécié le rôle de la CIIE en tant que lieu d’importation de grande envergure et les opportunités qu’elle apporte. L’État américain participe à la CIIE depuis quatre années consécutives, a indiqué M. Qu. La présence sur place de l’USDA enverra sans aucun doute un signal positif pour la coopération agricole sino-américaine. Il est prévu que de hauts responsables de l’USDA assisteront sur place aux cérémonies de signature d’éventuels accords, a indiqué Tara Qu.

Autres entreprises alimentaires et agricoles américaines, notamment Hormel, Morton Salt et Orange Cheese Co, vont présenter leurs produits pour la première à la CIIE. De même, l’Almond Board of California participe également à la CIIE pour la première fois.

He Weiwen, chercheur principal au Center for China and Globalization, a déclaré lundi 30 octobre, 2023 au Global Times que, alors que les entreprises américaines avaient déjà participé aux CIIE, la participation d’une agence du gouvernement fédéral américain a porté la relation de coopération entre les Etats-Unis et la Chine à une nouveau échelle et un niveau plus élevé.

Selon He Weiwen, cette initiative de l’USDA est conforme à la stabilisation et à l’amélioration des relations entre les deux pays et au contexte récent de coopération bilatérale devenue plus substantielle. “Les actions concrètes démontrées par la décision de l’USDA de chapeauter et promouvoir des entreprises agricoles américaines à la CIIE produiront des effets positifs et qui va renforcer le principe gagnant-gagnant entre les deux pays.”

“En tenant compte des développements récents, on peut dire que les relations Sino-Américaines ont la possibilité de s’orienter vers de meilleure tendance et cela à plusieurs niveaux, comme la coopération observée au niveau du gouvernement fédéral américain, au niveau des États, au niveau des entreprises, ainsi qu’au sein des groupes de réflexion et d’échange entre des personnes”, a-t-il déclaré.

La nouvelle de la décision de l’USDA est intervenue au milieu d’une multitude d’échanges diplomatiques et de visites de hauts responsables des deux pays.

La semaine dernière, des entreprises Sino-Americaines ont signé 11 contrats d’achat agricole de maïs, de sorgho et de blé lors du Forum du commerce agricole durable sino-américain et de la cérémonie de signature de contrats organisée aux États-Unis.

Lors de l’événement, l’ambassadeur de Chine aux États-Unis, Xie Feng, a déclaré que la coopération agricole sino-américaine était complémentaire et gagnant-gagnant et qu’elle avait un vaste potentiel de croissance.

La Chine est le plus grand importateur mondial de produits agricoles, tandis que les États-Unis sont le plus grand exportateur mondial de produits agricoles. Le commerce bilatéral dans ce domaine a dépassé 50 milliards de dollars en 2022.

Exclusive: USDA leading large agricultural delegation to CIIE sign of increasing China-US cooperation: experts

The US Department of Agriculture (USDA) will lead a delegation of US agricultural companies to attend the sixth China International Import Expo (CIIE), according to a representative from the US state of Idaho.

It will be the first time for the US federal agency to participate in the CIIE, the Global Times learned. CIIE is a mega trade expo held by China to boost imports.

The USDA will lead a delegation of up to 15 US agricultural companies and representatives from two US states, Tara Qu, chief representative to China from Idaho, told the Global Times on Monday. Idaho, which has rich farm resources, is one of the two states attending the expo. The other state is Georgia , the Global Times learned.

The delegation’s exhibition will be held in the CIIE’s food and agricultural products zone, and it is expected that high-ranking officials from the USDA will attend on-site signing ceremonies for possible deals, Qu said.

The Global Times has found that US food and agricultural companies including Hormel, Morton Salt and Orange Cheese Co are among the companies making their debuts at the CIIE, which has seen deals totaling $350 billion signed during the previous five sessions.

According to the USA Poultry & Egg Export Council (USAPEEC), the USDA Foreign Agricultural Service and AmCham Shanghai have invited US agricultural cooperators to exhibit at the 6th CIIE 2023 in the US Pavilion, promoting the US poultry sector’s image and the USAPEEC’s brand image to Chinese importers, in what is “the first time that the US government officially encourages US agricultural cooperators to engage this show.”

Qu said that Idaho has always valued the CIIE’s role as a super-sized import venue and the opportunities it brought. The US state has attended the CIIE for four consecutive years, Qu said. The USDA’s on-site presence will undoubtedly send a positive signal for China-US agricultural cooperation.

The Almond Board of California is also attending the CIIE for the first time.

He Weiwen, a senior fellow from the Center for China and Globalization, told the Global Times on Monday that whereas US companies have attended CIIEs before, the participation by a US federal government agency has brought to the cooperative relationship to a new and higher level.

This is in accordance with the two countries’ stabilizing and improving ties and the recent background of bilateral cooperation reaching more substantive working levels, he said. “The concrete actions as demonstrated by the USDA’s decision to lead US agricultural firms at the CIIE will produce positive, win-win effects for both countries.”

“Factoring in recent developments, it can be said that multiple wheels are trending better for China-US ties, such as the cooperation seen at the US federal government level, the state level, the company level, as well as think tank and people-to-people exchange levels,” He said.

News of the USDA’s move came amid a flurry of diplomatic exchanges and visits by high-ranking officials from both countries.

Last week, companies from the two countries signed 11 agricultural purchase contracts for corn, sorghum and wheat at the China-US Sustainable Agricultural Trade Forum and Contract Signing Ceremony held in the US.

At the event, Chinese Ambassador to the US Xie Feng said that China-US agricultural cooperation is complementary and win-win and has vast potential to grow.

China is the world’s largest importer of agricultural products, while the US is the world’s largest agricultural products exporter. Bilateral trade in this area exceeded $50 billion in 2022.
